Education: He graduated from the University of Buenos Aires Law School in 1985. In 2002 he completed a postgraduate course in Administration of Justice at the Instituto Superior de Estudios para la Justicia (ISEJUS) and, in the same year, he was admitted to the School of Law PhD program at the National University of La Plata (PhD thesis pending).

Experience: His professional career in the Judiciary began in 1981. In 1993, he was appointed Prosecutor for Federal Criminal and Correctional Matters in the City of Buenos Aires, in charge of Prosecutor’s Office No. 2. In June 1995, he was appointed National Judge for Federal Criminal and Correctional Matters in the City of Buenos Aires, in charge of Court No. 4. After undergoing a competitive selection process organized by the National Magistrates’ Council, he was appointed Judge of the National Court of Appeals for Federal Criminal and Correctional Matters, 1st Division, in the City of Buenos Aires, a position he held until December 2007. In March 2008, he co-founded with Jorge Lanata the Crítica de la Argentina newspaper. Since then, he has practiced law as a member of JC Abogados y Asociados S.A.

Teaching and lecturing: Since 1986, he has held various teaching positions at the University of Buenos Aires. In 1986, he was the Head of Practical Assignments in Procedural Law. In 1995, he worked as acting Assistant Professor of Procedural Law I. In 1999, he was acting Assistant Professor of Constitutional Guarantees in Substantive Criminal Law and Criminal Procedure and, in 2001, acting Assistant Professor of Elements of Constitutional Law.
In 2003, he was a Professor of Criminal Law at Universidad del Museo Social Argentino and, from May 1995 to December 2007, he was a Professor at the School of Judicial Training of the National Judicial Officers and Magistrates’ Association.
He was a teaching staff member in the summer course on “Derechos Humanos: El Principio de Justicia Universal en la Persecución de los Crímenes contra la Humanidad” (Human Rights: The Principle of Universal Justice in the Prosecution of Crimes against Humanity), at the official invitation of the International University of Andalucía, a course taught at La Rábida campus, Spain, August 20-24, 2001.

He was a speaker and lecturer in various seminars and conferences, notably the American University Academy of Human Rights and International Law conference (Washington, D.C., May 27-June 14, 2002); the seminar on “Los retos para la judicialización en el proceso de verdad, justicia, reparación y reconciliación” (The challenges to judicialization in the process of truth, justice, reparation and reconciliation), organized in Lima, June 4-7, 2003, by the Coordinadora Nacional de Derechos Humanos (National Coordinator of Human Rights), which has special consultative status at the United Nations Economic and Social Council ; “The Twenty-First International Symposium on Economic Crime” (Jesus College, University of Cambridge, September 4-10, 2005); “Treinta años del Golpe – Leyes de Obediencia Debida y Punto Final” (Thirty years from the Military Coup – The Due Obedience and the Final Stop Acts), organized by the Chamber of Deputies’ Human Rights Commission, March 23, 2006; “Jueces y Sociedad” (Judges and Society), organized by University of Litoral Law and Social Sciences School, together with the Supreme Court, Magistrates’ Council, Superior Courts, Courts of Justice of the Argentine provinces, the City of Buenos Aires, and the Magistrates’ Association; Santa Fe, March 27–April 1, 2006); “Leyes de Obediencia Debida y Punto Final, indultos, derogación de las mismas. Distinctions: In 1996, he was awarded a scholarship by Diego Portales University in a regional competitive selection process on Human Rights International Law, organized by that institution and funded by the Kingdom of the Netherlands (Santiago de Chile, August 27-September 6, 1996). That same year he was awarded another scholarship in Administration of Justice and Rule of Law by the Cultural Exchange Program of the United States Information Agency, from October 28 to November 22.

Experience: During his judicial career, he was appointed as Law Clerk at the National Appeal Court for Federal Criminal and Correctional Matters, Law Clerk at the National Court for Federal Criminal and Correctional Matters No. 4 in the City of Buenos Aires and Law Clerk at the National Court for Federal Criminal and Correctional Matters No. 5 in the City of Buenos Aires. Since 1992, he has held posts in every step of the administrative career ladder in the Criminal and Correctional jurisdiction in the City of Buenos Aires.

He was also the deputy director of the National Prosecutor General’s Office Human Rights and Criminal Policy Division from August 2004 to May 2006.

Se desempeña como docente de Garantías Constitucionales del Proceso Penal en la Universidad de Buenos Aires y ha trabajado como asesor legislativo en las comisiones de Asuntos Constitucionales, de Legislación Penal y de Derechos Humanos de la Honorable Cámara de Diputados. Sus áreas de especialización son el derecho constitucional, libertad de expresión y el litigio en el Sistema Interamericano de Derechos Humanos.
